Федеральный конституционный суд Германии признал неконституционным решение местного правительства потратить €60 млрд на субсидии для строительства заводов по выпуску чипов компаниями Intel, TSMC и другими техногигантами. Дело в том, что деньги были выделены на борьбу с пандемией и перенаправление средств для поддержки Фонда климата и трансформации признано незаконным.
Правительство намеревалось финансировать за счёт этих средств «зелёный переход» но, суд высшей инстанции постановил, что перераспределение средств незаконно и нарушает конституционную норму, ограничивающую право правительства занимать деньги. В результате Германия теперь столкнулась с огромным дефицитом бюджета в размере €60 млрд.
Хотя страна и является крупнейшей экономикой Евросоюза и его промышленным центром, решение суда фактически лишило правительство €60 млрд, включённых в план перехода на более «зелёную» экономику. Теперь в Берлине могут или найти другие средства на те же цели, или придётся сократить уже запланированные в проекте бюджета на 2024 год расходы.
Ожидается, что пострадает именно индустрия производства полупроводников, а именно компании, намеревавшиеся строить заводы в Германии. Ранее Берлин обещал выделить €10 млрд на строительство в Магдебурге завода Intel по производству полупроводниковых пластин, всего строительство должно было обойтись в €30 млрд.
В августе этого года TSMC анонсировала строительство завода за €10 млрд в окрестностях Дрездена при сотрудничестве с NXP, Infineon и Bosch, причём приблизительно половину из этой суммы должны были выделить германские власти.
По словам государственного секретаря по экономическим вопросам Германии Михаэля Келльнера, отказ в финансировании этих проектов ставит под угрозу их реализацию вообще. Кроме того, часть средств, на которые теперь наложен запрет, правительство Олафа Шольца рассчитывало выделить для укрепления производства солнечных элементов питания в Германии.
Пока ни в Intel, ни в TSMC не комментировали обескураживающих новостей, а в Бундестаге наметился серьёзный кризис — возможно, властям теперь придётся залезать в долги для того, чтобы компенсировать потерянные средства.
