На фоне
усложняющейся политической обстановки
в Азии, Китай, Индия и другие региональные
державы со значимым техническим
потенциалом активно масштабируют свои
спутниковые сети для мониторинга
перемещений военных в регионе, запусками
ракет и др. с орбиты, а полученная
информация позволит странам точно
направлять удары в случае возможного
конфликта.
Согласно
докладу британского Международного
института стратегических исследований
в 2019 году у Китая было 66 спутников-шпионов,
а в 2022 году уже 136. Кроме спутников для
фотосъёмки местности Китай расширяет
и флот аппаратов для радиоэлектронной
разведки, способных перехватывать
цифровые и аналоговые сигналы.
По данным
Пентагона, в первую очередь активность
направлена на отслеживание военной
активности США и их союзников, особенно
в Индо-Тихоокеанском регионе. Эти
спутники помогают китайской армии
отслеживать потенциальные «горячие
точки» вроде Корейского полуострова,
Тайваня и Индийского океана, а
такжеЮжно-Китайского моря.
Наращивают
наблюдательный потенциал и другие
страны вроде Северной Кореи — страна
рассматривает космическое наблюдение
в качестве одного из важнейших военных
приоритетов, наравне с ядерными и
ракетными технологиями. В частности,
спутники позволяют в режиме реального
времени отслеживать американские
авианосцы. Две попытки запуска спутников
провалились в 2023 году, но третий в ноябре
оказался успешным.
Индия, имеющая
с Китаем довольно натянутые отношения,
запустила серию спутников-радаров
(RISAT), расширив
свой флот с 12 аппаратов в 2019 году до 16.
Япония и Южная Корея тоже намерены
увеличивать свой космический «флот».
Япония начала
собирать военную информацию, а также
данные о стихийных бедствиях с помощью
спутников ещё в 2004 году, в фискальном
2029 году она намерена увеличить число
спутников-шпионов до 9 (сейчас в её
распоряжении имеется только 5). Буквально
в минувшую пятницу Mitsubishi Heavy Industries
отчиталась об успешном запуске ракеты
H-IIA с новым аппаратом.
Первый
южнокорейский спутник-шпион запустили
в декабре прошлого года, к 2025 году в
ведении Министерства обороны будет уже
5 спутников, запуск второго запланирован
в апреле 2024 года, а третьего — в ноябре.
При этом
обслуживание подобных аппаратов
обходится довольно дорого. Японские
власти выделяют по $545
млн ежегодно на разработку и обеспечение
работы спутников-шпионов.
Стандартный
запуск ракеты Falcon 9
компании SpaceX
стоит $67
млн. Сеул уже прибег к помощи
детищаИлона Маска для декабрьского
запуска — хотя Южная Корея уже способна
запускать собственные ракеты, она решила
сэкономить время. Возможность прибегнуть
к услугам частных подрядчиков снижает
«порог вхождения» в гонку разведывательных
систем даже для развивающихся стран.
Развитие
систем наблюдения заставляет страны
наращивать и вооружения, чтобы иметь
возможность эффективно наносить удары
даже в случае, если собственные войска
находятся в пределах прямой видимости
противника.
Для того,
чтобы военные расходы на спутники и
компенсацию последствий их ввода в
эксплуатацию потенциальными противниками
не вышли из-под контроля, некоторые
страны рассматривают усилить возможности
спутниковых группировок необычными
способами. Япония и Южная Корея
рассматривают идею создания группировок
недорогих, небольших аппаратов,
объединённых в разведывательные сети.
Военные
разработки прямо и косвенно способствуют
и развитию научных исследований и
промышленности. Например, в Южной Корее
принят закон о формировании космического
агентства по примеру NASA.
